Troopers arrest man who allegedly tried to stop drivers on Chumstick Highway

Ronald Cowin, 62, was arrested for attempting to impersonate law enforcement by pulling over drivers on Chumstick Highway using a silver Ford Crown Victoria with red and blue lights. The Washington State Patrol (WSP) received multiple reports of his actions on May 8, with one motorist capturing a photo of Cowin's vehicle. Troopers located the car and conducted surveillance, stopping Cowin at approximately 7:16 p. m. near Quincy.

He was cooperative during his arrest and booked into Chelan County Regional Jail on charges of second-degree criminal impersonation. The WSP emphasized that while police impersonation is uncommon, it is critical for motorists to verify the authenticity of traffic stops. They recommend that drivers stay calm, activate hazard lights, and drive to a well-lit area if they feel unsafe. If legitimacy is in doubt, motorists should call 911 and provide their location and vehicle details. The WSP will confirm legitimacy and address any concerns raised by the driver.
