Each site presented distinctive challenges; for example, Site 8a faced geological risks, while Site 9 had significant distribution cost concerns.

The cost estimates presented included contingencies to account for potential challenges during construction. Community questions addressed topics such as contractor work and earthquake preparedness, indicating a proactive approach to potential risks.
