Over the years, he has served as both a Council Member and Mayor, contributing significantly to the city's development. Known for advocating creative solutions, Larsen played a pivotal role in enhancing the city's public works, particularly in upgrading water and sewer facilities. His efforts also led to crucial changes in development codes, allowing for increased housing density while maintaining the community's character. Throughout his service, Larsen represented Leavenworth on various regional committees, including the Link Transit Board and the Chelan County Solid Waste Committee.
