Former Burien City Councilmember Stephen Lamphear filed an Initiative against the annexation of North Highline with Burien on January 26, 2009. He plans to seek an injunction to stop any annexation actions while gathering signatures for a ballot measure. Lamphear has 120 days to collect the required signatures to put the initiative before voters.
