Ex-Councilmember Files Initiative Against Annexation

Former Burien City Councilmember Stephen Lamphear filed an Initiative against the annexation of North Highline on January 26, 2009, with the Burien City Clerk. The initiative seeks to prohibit the City Council from entering any agreements regarding annexation or authorizing any related plans. Lamphear plans to file for an injunction to prevent the city from taking action while he gathers signatures, with a deadline of 120 days to collect enough for a ballot measure. He has experience in grassroots activism, having successfully led a petition against a utility tax in 1995. Lamphear's relationship with current councilmembers has been contentious, as he faced opposition during his election campaigns.

He plans to speak at the City Council meeting that evening, potentially generating further discussion on the issue.
