Caughlan holds a bachelor's degree in literature, which is expected to aid public outreach efforts. Funding for his position comes from a U. S. Department of Agriculture grant, with additional support from the city. His appointment reflects Tumwater's commitment to enhancing its urban canopy and environmental management.
