Utility bill assistance program aims to lower costs for certain households in Tumwater

On February 6, 2025, Tumwater's Finance Director, Troy Niemeyer, addressed the Public Works Committee regarding the city's life-line program, which provides low-income seniors and disabled individuals with a 50% discount on their utility bills. The city has identified 294 eligible households, up from the previously reported 110 participants, indicating a growing need for this support. Currently, 190 individuals are benefiting from the program, which demonstrates the city's commitment to assisting vulnerable community members. City Administrator Lisa Parks explained that the additional households were identified through county data related to property tax discounts for low-income seniors and disabled residents. Notably, manufactured home owners may also qualify, as some are taxed as personal property.

To accommodate all identified households, the city would need to budget $252,000 annually. Additionally, the committee explored a modeling tool developed by Carollo Engineers to project necessary utility rate increases to sustain city operations and fund programs like the life-line initiative. The city plans to send instructions to the qualified households on how to enroll in the program, reinforcing its dedication to community support.
