Flag Directive - June 25, 2025 (Former Secretary Ralph Munro)

Ralph D. Munro, who served as Secretary of State, passed away on March 20, 2025, leaving behind a significant legacy. To commemorate his contributions, flags at Washington state and U. S. agency facilities will be lowered to half-staff on June 28, 2025.

Agencies may commence this observance at the close of business on June 27. The flags will remain at half-staff until the end of the day or sunset on June 28, or until the morning of June 30. The directive encourages other government bodies and businesses to join in this recognition of Munro’s service. A memorial service will take place at 2:00 p. m.

in the Washington State Capitol Legislative Building Rotunda. Munro's public service has had a lasting impact on the state. His passing marks the end of an era for many in the community.
