The Lawsuit that Broke the Councils Back
The Portland City Council approved a nearly $4 million settlement to resolve lawsuits against the Portland Police Bureau, including a $3. 75 million payout for the family of Immanueal “Manny” Clark-Johnson, shot by police in 2022. Clark-Johnson was mistakenly identified as a robbery suspect and was shot in the back while attempting to flee. Chief Bob Day stated that the police bureau has transformed significantly over the past three years amid increasing legal challenges. The council's decision highlights the city's mounting legal costs, which now total over $22.
6 million from nearly 900 lawsuits against the PPB in the last five years. Settlements will be paid from the city’s insurance and claims fund. The incident raised concerns about police tactics, especially regarding the use of an AR-15, which the officer claimed was a de-escalation technique. A grand jury declined to indict the officer involved in Clark-Johnson's death, despite internal investigations finding policy violations. Clark-Johnson's family has criticized the lack of accountability for the officer, who remains on the force in a non-patrol role.
