Washington's Gov. Bob Ferguson signed House Bill 1052 into law, clarifying the state's hate crime statutes to include offenses motivated in part by bias. The law now allows prosecutors to pursue hate crime charges even when bias is one of multiple motives. Rep. Cindy Ryu, the bill's sponsor, emphasized that this change addresses the ambiguity that often results in unpunished hate crimes.

King County Prosecuting Attorney Leesa Manion expressed support, noting that evidence of bias must lead to accountability for perpetrators. The bill, introduced in response to concerns from civil rights advocates, passed the House with a 61-31 vote and the Senate with a 30-19 vote. Ryu's efforts aim to ensure justice for victims targeted due to their race, religion, gender identity, or sexual orientation. This legislative update reflects the complexity of hate crimes and strengthens the legal framework for addressing them. The law’s implementation signifies a commitment to combating hate-fueled violence in Washington.
