Patrick Feldman from Feldman & Lee will present on reforms that could reduce public defender caseloads by 30% starting July 2025, emphasizing potential staffing and funding issues. The council will receive updates on the major capital investment project for wastewater treatment, detailing anticipated costs and construction phases. They will also consider a proposed ordinance for tax increment financing, a tool that allows municipalities to fund infrastructure by borrowing against future tax revenues from new developments. This financing model could enhance improvements in growth areas, particularly the City Center.

Additionally, the council will hear from Lynnwood Planning and Development staff regarding updates to the Unified Development Code. Municipal Court Judge Valerie Bouffiou will introduce Court Commissioner Robert K. Grant during the session.
