Washington Governor Bob Ferguson has signed House Bill 1491, which focuses on increasing mixed-income housing development near transit stations to combat the state's housing shortage. The bill mandates that cities allow construction within a half-mile of light rail stations and a quarter-mile of bus rapid transit stops. Developers who adhere to the affordability requirements will enjoy benefits such as a 20-year property tax exemption and reduced local impact fees. Ferguson emphasized that the bill supports Washington's housing and environmental goals, citing his proximity to a light rail station. The legislation also requires 10% of units to be affordable and 20% to be workforce housing for the next 50 years.

While some Republicans raised concerns about affordability measures potentially discouraging development, the bill passed mostly along party lines. Cities must comply with the new zoning requirements by 2029, depending on their planning schedules. This legislation is part of Ferguson's broader efforts to remove barriers to housing development since taking office.
