Deaths and critical injuries in Washingtons child welfare system near record high
In the first nine months of 2025, Washington’s child welfare system reported 15 child deaths and 30 near-fatal incidents, many involving infants and toddlers, with opioids, especially fentanyl, linked to over half of these cases. Despite recent improvements, officials expect 2025 will set a record for such incidents. The Department of Children, Youth and Families noted a drop from 22 incidents in the first quarter to nine in the third quarter. Critics of the 2021 Keeping Families Together Act argue it contributes to the crisis by raising the bar for removing children from unsafe homes. A tragic case of a six-month-old child, who died despite numerous reports of neglect and abuse, illustrates the ongoing challenges in the system.
Lawmakers, including state Rep. Travis Couture, are calling for changes to ensure better safety for children. The department is conducting listening sessions to identify barriers to helping families with substance abuse issues. The goal remains to support families while ensuring children’s safety.
