Lynnwood council Aug. 4 to discuss utility fees, city center project and youth council

The Lynnwood City Council will convene on Monday to discuss utility fees and a development agreement for “The District,” a mixed-use city center project. Every three years, the city hires a consultant to review utility rates, with FCS Group currently undertaking this task. The council may approve a development agreement that would obligate the city to oversee an $18 million street extension as part of urban revitalization efforts. Additionally, the council will review a proposed ordinance to establish a youth council, although city staff expressed concerns about the privacy of minors involved. Councilmembers Derica Escamilla and Josh Binda advocate for the youth council to be an official city commission, while staff recommend a more informal youth program managed by the parks and recreation department.

This division reflects worries that a formal structure may compromise the council’s vision. The meeting will take place at Lynnwood City Hall and will be available for live streaming. The full agenda can be accessed on the city’s website.
