Responding to an illegal discharge call, he arrived within 90 seconds and found an adult male with multiple gunshot wounds. Cook applied chest seals to control the bleeding and provided continuous verbal support, stabilizing the victim until medics arrived. Chief of Police Mark Caillier commended Cook for his professionalism, stating that his actions were crucial to the victim's survival. The victim was treated at Harborview Medical Center and later discharged, with medics indicating he likely would have died without Cook's intervention.
