Legislature passes 2021-23 operating budget

Washington legislators passed a $69. 6 billion operating budget for the 2021-2023 biennium on the final day of the legislative session, allocating $10. 6 billion in federal COVID-19 stimulus funds. The budget includes a newly implemented 7% capital gains tax, projected to generate $415 million. Sen.

Christine Rolfes stated the budget reflects a commitment to sustainable recovery, supporting small businesses, childcare, and public health initiatives. Schools are set to receive about $1. 7 billion for costs associated with reopening and addressing learning loss due to the pandemic. Other funding allocations include $1. 1 billion for vaccine deployment and $658 million for extending rental assistance.

Republicans criticized the budget for raising taxes, arguing that existing revenues could adequately fund state programs. The budget's passage reflects a near party-line vote in the Senate, with one Democrat breaking ranks to vote against it. The budget is projected to end the 2023-25 biennium with $98 million and $1. 2 billion in total reserves.
