Mayor Bowser Announces Emergency Legislation to Amend Districts Juvenile Curfew Laws
Mayor Muriel Bowser announced the Juvenile Curfew Emergency Amendment Act of 2025 to enhance tools for juvenile safety and enforce curfews. The proposed legislation aims to change curfew hours to 11 PM in July and August and extend curfew applicability to 17-year-olds. The Chief of Police will gain authority to set extended curfew zones beginning at 7 PM for 15 consecutive days, with the possibility of extension based on safety assessments. Bowser highlighted the need for action in response to recent disturbances involving juveniles in public spaces, including the Wharf and U Street. Councilmember Brooke Pinto stressed the importance of combining enforcement with positive programming for youth.
The legislation seeks to balance safety and recreational opportunities for young people in the District. MPD has previously employed various methods to address juvenile behavior, but existing tools remain limited. The Council of the District of Columbia will review the legislation at its July 1 Legislative Meeting.
