The Toyota swerved into oncoming traffic and collided head-on with another vehicle, resulting in injuries to the occupants of both cars.
Chief Civilian Director Jessica Berglund emphasized that while the deployment of the spike strip may have been an "error in judgment," it did not rise to the level of criminal negligence. The decision reflects the difficult choices officers must make in dynamic and dangerous situations.
