Vancouver council asked to improve fairness, effectiveness of empty homes tax

Vancouver city council will meet Wednesday to discuss amendments to the empty homes tax, which has generated $169. 8 million in net revenue since its implementation in 2017. City staff recommend extending the deadline for property owners to file complaints about tax assessments, allowing for late submissions with a modest five percent penalty. This amendment aims to address hardships faced by some owners who missed the original one-year deadline. The review highlighted that the existing bylaw lacks flexibility for extenuating circumstances, impacting compliance.

Additionally, staff will propose clarifications regarding permits to ensure that only substantive development qualifies for exemptions under the tax. The council will also refine the definition of a medical practitioner related to tax exemptions for secondary residences. These changes aim to enhance the program’s fairness and effectiveness while promoting housing availability in Vancouver. Previous amendments made in May 2023 reflect the city's ongoing commitment to improving housing policies.
