Have your say on Vancouvers draft Official Development Plan
The City of Vancouver must adopt a city-wide Official Development Plan (ODP) by June 2026 to strategically manage land use as the city expands. This draft ODP builds upon the Vancouver Plan, which was approved in 2022 after extensive community engagement. It incorporates new provincial requirements, including housing targets and Transit-Oriented Areas, to expedite housing development. Key components of the draft ODP include generalized land use designations and updated information on environmentally sensitive areas and public facilities. Implementation will occur over time through area plans and rezonings, although it does not guarantee development on specific sites.
Under Bill 18, public hearings will be waived for projects that meet ODP criteria, streamlining the process for much-needed housing. Residents can share feedback through an online survey and public open houses, with a public hearing scheduled for early 2026 before Council considers final adoption. The ODP will be reviewed every five years to address evolving challenges and opportunities in the city.
