The Steubenville Charter Review Committee is re-evaluating its recommendation to ease educational requirements for the city manager position amid concerns from city council members. Mayor Jerry Barilla disclosed that some committee members are hesitant about removing the bachelor’s degree mandate, particularly as City Manager Jim Mavromatis plans to retire in 2026. Law Director Costa Mastros admitted he was unaware of the proposed changes when distributing the committee's final report. Several council members argue that strong managerial skills should be considered alongside or instead of formal education. Councilman Dave Albaugh highlighted that practical experience could be equally important, stating, “Experience is just as relevant as a piece of paper.

” However, Councilman Ted Gorman countered that education is crucial for managing a budget of $60 million. The discussion reflects a broader debate on balancing educational qualifications with real-world experience in leadership roles. The committee plans to reconvene to further discuss the implications of any changes to the job requirements.
