Designated open container area pitched in Toronto
Local business owners Abby LeMasters and Philip Livingston proposed a Designated Outdoor Refreshment Area (DORA) to Toronto officials for a wing festival scheduled on July 5, coinciding with the city's Independence Day fireworks. The DORA would allow customers to carry open alcohol containers within a designated area, enhancing their festival experience while promoting local businesses. LeMasters stressed that the initiative is designed not to encourage heavy drinking but to create a more enjoyable atmosphere for attendees. Mayor John Parker noted that if the DORA receives approval from the state Department of Liquor Control, it could be utilized for other local events, reducing the need for special permits. Some city officials expressed concerns about public safety and potential liability risks associated with the DORA.
Councilman Mike Burkey highlighted the need to consider residents' opinions, particularly regarding the proposed hours of operation. Since the state legalized DORAs in 2015, over 170 have been established across Ohio, while Jefferson County remains one of the few without one. The initiative aims to boost economic development by attracting visitors to the city and enhancing their overall experience.
