Personnel, finances discussed by Wintersville Council members
The Wintersville Council's finance committee convened to discuss strategies for retaining village employees, focusing on potential longevity pay. Capt. Jason Fabian from the police department presented several scenarios for wage increases after employees reach specific milestones in their service. Village Administrator Jesse Kosegi noted that the plan could help combat high turnover rates, particularly in departments like public works, which has seen significant attrition. Mayor Mike Petrella stated that any financial incentives would not be retroactive and would need council approval before the budget is submitted at year-end.
The estimated cost for the longevity pay ranges from $14,000 to $17,000, depending on the chosen pay tier. Councilwoman Pennie Scarpone expressed concern about creating new positions as a result of the pay increases. In addition to longevity pay, the committee discussed the possibility of awarding one-time year-end bonuses to the village's full-time staff. Kosegi also suggested expanding the fiscal officer's role to full-time to enhance daily operations.
