Steubenville Council approves transfer for new home construction

Steubenville City Council approved a property transfer to allow the Jefferson County Land Bank to build new homes on North Fifth Street, enhancing affordable housing options. This project, supported by a $660,556 grant from the Ohio Department of Development’s Welcome Home Ohio program, targets low to moderate income homebuyers. Construction has commenced on the first home at 612 Logan St. , which is set for completion by late November. Another home is planned for 608 Clark St.

in Toronto, with all houses needing to be finished by September 1, 2026, to comply with grant requirements. Mayor Jerry Barilla welcomed the development, emphasizing its positive impact on the city. The land bank is working with the Jefferson County Housing Development Corp. to identify eligible occupants. To qualify for home purchases, buyers must meet income criteria and complete a year-long financial literacy course.
