State Highway 249 in Montgomery County is now designated as the Lt. Col. Paul P. Mendes Memorial Parkway by the Texas State Legislature. This 15.

5-mile stretch of road recognizes Mendes's contributions as a public servant and his role as City Administrator of Magnolia at the time of his passing. A decorated veteran, Mendes retired as a Lieutenant Colonel in the U. S. Army and served three tours in Vietnam, earning four Bronze Stars for valor. The designation was made possible through the collaborative efforts of local officials, including Montgomery County Toll Road Authority Chairman Charlie Riley and Texas legislators.

The bill passed unanimously in both the House and Senate during the 89th Legislature and was signed into law by Governor Abbott, effective September 1, 2025. A dedication ceremony featured a military flyover with an AC-47 gunship, which performed an honorary salute to Mendes. "The parkway tribute is a fitting compliment to a truly worthy individual," stated Commissioner Riley. This memorial serves as a lasting reminder of Mendes's dedication to his country and community.
