m. , police issued dispersal orders due to ongoing roadway obstructions, resulting in 11 arrests for failure to disperse. Officers utilized inert smoke and pepper balls to encourage compliance shortly after 9:00 p. m. Chief Kevin Hall reaffirmed the department's dedication to upholding constitutional rights while safeguarding public safety.
