Policy Restricting Paraphernalia Sales Downtown Now in Effect

Spokane has enacted a significant policy regulating the sale of smoking paraphernalia, such as glass pipes and foils, requiring that naloxone (Narcan) be provided at no cost at the point of sale. This initiative is spearheaded by Mayor Lisa Brown and is part of the Community Health Emphasis Area, aimed at addressing the severe public health implications of the addiction crisis. The policy is particularly focused on mitigating the risks associated with the consumption of illicit substances, including fentanyl, which is often consumed using these paraphernalia. Furthermore, this measure coincides with the voluntary compliance period for the new Alcohol Impact Area (AIA), which seeks to reduce the sale of single-serve alcohol containers and restrict sales during late-night hours. The AIA aims to lessen the negative effects of off-premises alcohol sales on community health and safety.

The voluntary compliance period will last at least six months, after which the city may seek to make these regulations permanent. Residents are encouraged to voice any concerns regarding the sales of smoking paraphernalia through Spokane 311. This comprehensive approach reflects a strong commitment to enhancing community health and safety in Spokane.
