Spokane Valley City Council votes unanimously to further criminalize homelessness

The Spokane Valley City Council has enacted a controversial ordinance that criminalizes overnight camping in public parks, making it a misdemeanor offense punishable by up to 90 days in jail and/or a $1,000 fine. This decision follows a U. S. Supreme Court ruling that permits cities to enforce camping bans without requiring adequate shelter options for the homeless. The newly passed ordinance redefines camping to include anyone resting in public areas, thus expanding law enforcement's reach.

Council members have emphasized the necessity of this measure as a tool to maintain public safety amid rising concerns about vandalism and crime in parks. Councilman Al Merkel raised apprehensions regarding the council's inaction on homelessness and proposed that assistance be limited to U. S. citizens, which drew criticism from other council members. City Manager John Hohman assured that the ordinance would not change the city's approach to homelessness, highlighting ongoing collaboration with regional partners to provide support services.

The council's actions indicate a complex balancing act between addressing public safety and the needs of the homeless population, with further legislative measures related to homelessness expected to be explored in upcoming sessions.
