The investigation began in August when the Internet Crimes Against Children (ICAC) unit received a CyberTip regarding Cliff's activities. Detectives identified him as the suspect and prepared to serve search warrants at his Spokane residence, only to discover he had moved to Florida. With felony warrants issued based on the Spokane Police Department's investigation, local authorities apprehended Cliff in Hillsborough County, where he worked as a middle school teacher.

This swift action resulted from collaborative efforts between the Spokane Police Department, Tampa Police Department, and the Florida Department of Law Enforcement (FDLE). Cliff remains in Hillsborough County Jail, pending extradition back to Washington State to face charges.
