Council Members to Introduce New Camping and Obstruction Ordinance

Spokane City Council plans to introduce an ordinance called “Safe and Accessible Spaces” at the upcoming Public Safety and Community Health Committee meeting on Monday. This legislation allows Spokane Police Department officers to offer services to individuals willing to accept assistance and to issue citations for repeat offenders camping in public areas. The ordinance makes obstruction of public property illegal and includes provisions to safeguard waterways and public trees. Council Member Zack Zappone stated that the goal is to provide a balanced approach, helping vulnerable individuals while enforcing laws against those who refuse assistance. Council Member Michael Cathcart highlighted the unacceptable conditions observed on the streets and expressed gratitude for the council's commitment to accountability.

The ordinance also aims to clarify officers' discretion in enforcing violations, addressing issues from previous legislation passed in June. Council members anticipate discussing the timeline for legislative action at the meeting. Members of the public can view the ordinance and sign up to testify online.
