This ordinance aims to empower Spokane Police Department officers to offer services to individuals willing to accept help, while also allowing them to cite repeat violators of camping and obstruction laws. Camping on public property and obstructing access to private property will be deemed illegal under this legislation. The ordinance incorporates measures to protect waterways, publicly owned trees, and to prevent illegal fires and litter. Council Member Zack Zappone emphasized the need for a balanced approach, stating the goal is to assist vulnerable populations while enforcing the law against those who refuse help.

Council Member Michael Cathcart also voiced support for the ordinance, highlighting its commitment to accountability and community safety.
