Mayor Lisa Brown declared a state of emergency to accelerate the implementation of the H. O. M. E. Starts Here Initiative in Spokane, enabling rapid fund allocation to address homelessness.

The emergency declaration allows the City to bypass standard contracting processes to quickly respond to the anticipated rise in demand for safe spaces due to the expected lapse of SNAP benefits. This initiative will provide funding for 50 additional shelter beds and expedite eviction prevention contracts. Mayor Brown highlighted the urgent need for increased capacity, noting that many residents will face difficult decisions between food and rent. Councilmember Shelby Lambin pointed out that one in five Spokane County residents depend on SNAP benefits, making the potential lapse particularly damaging for families. The City is also planning to designate new encampment resolution sites to further support those in need.

Additionally, Mayor Brown announced a community program to facilitate direct donations for housing resources, similar to the previous "Give Real Change" initiative. This effort reflects Spokane's commitment to connecting vulnerable individuals with essential services and housing options.
