Council Members to Introduce New Camping and Obstruction Ordinance

Spokane City Council will introduce the “Safe and Accessible Spaces” ordinance at the Public Safety and Community Health Committee meeting on Monday. This ordinance would give Spokane Police Department officers the discretion to offer services to individuals willing to accept help or to cite those who refuse, with escalating consequences for repeat offenders. Camping on public property and obstructing access to private property will be deemed illegal under this legislation. Council Member Zack Zappone highlighted the goal of balancing enforcement with support for the vulnerable population. Council Member Michael Cathcart expressed gratitude for colleagues embracing recommendations to enhance community safety and accountability.

The ordinance also provides officers with additional tools to protect public resources, such as waterways and trees, and to address issues like illegal fires and littering. The council anticipates establishing a timeline for legislative action during the meeting. Members of the public will have the opportunity to view and provide feedback on the ordinance.
