This ordinance provides police officers with the discretion to offer assistance to individuals willing to accept help and enforce citations for repeat offenders. Key components of the legislation include protecting public waterways and trees, as well as addressing issues related to illegal fires and litter. Council Member Zack Zappone stated that the goal is to balance law enforcement with support services for vulnerable populations. Meanwhile, Council Member Michael Cathcart noted the importance of accountability and maintaining community safety standards.

The ordinance also clarifies police enforcement discretion, addressing concerns raised about previous legislation. The committee meeting will allow public viewing of the ordinance and opportunities to testify. Establishing a timeline for legislative action is expected during the discussion.
