Council Members to Introduce New Camping and Obstruction Ordinance

Spokane City Council members will introduce the “Safe and Accessible Spaces” ordinance at the Public Safety and Community Health Committee meeting on Monday. This legislation will empower police officers with the discretion to offer services to individuals willing to accept help or cite those who obstruct public areas, such as right-of-ways and entrances to private properties. Council Member Zack Zappone highlighted the importance of a balanced approach to end public camping while providing support to the most vulnerable. The ordinance includes measures to protect waterways and publicly owned trees, prevent illegal fires, and manage litter issues. Council Member Michael Cathcart noted the significance of ensuring accountability and safety for all community members.

The ordinance clarifies officers' discretion in enforcing violations, addressing ambiguity from a previous ordinance passed in June. Members of the public can view the ordinance and register to testify at the committee meeting. The council will set a timeline for legislative action during the session.
