This legislation will enable Spokane Police Department officers to offer services to individuals willing to accept help, alongside the option to cite repeat violators of camping and obstruction laws. Under the ordinance, camping on public property will be illegal, with an emphasis on protecting natural resources such as waterways and trees. Council Member Zack Zappone highlighted the importance of a balanced approach to assist vulnerable populations while enforcing laws against those who refuse help. Michael Cathcart underscored the collaborative effort among council members to ensure community safety and uphold standards of respect.

The ordinance also addresses issues related to illegal fires and litter in public spaces. Council members anticipate discussing the ordinance, which aims to clarify enforcement discretion for officers.
