City of Spokane Announces Next Chapter of HOME Starts Here Initiative

Spokane city officials will soon introduce the next phase of the H. O. M. E. Starts Here initiative, focusing on engagement and enforcement to address public camping and open drug use.

The announcement will occur during a Public Safety meeting and a press conference, where city leaders will reveal plans for a daytime navigation center and a new street outreach team. Mayor Lisa Brown stressed the need for both outreach to those in crisis and measures to end public disorder, stating, “This work is about balance. ” Councilmember Zack Zappone emphasized that the updated ordinance seeks to connect resources to those in need while holding accountable those who consistently violate the law. Chief Kevin Hall highlighted the importance of giving officers discretion in determining appropriate enforcement actions. The initiative aims to foster community participation in achieving solutions to these pressing issues.

Recommendations for updating the ordinance will involve collaboration with community and business partners, as well as the Spokane Police Department. A press conference will provide further details on the goals of the initiative.
