City of Spokane Announces Next Chapter of HOME Starts Here Initiative

Spokane city leaders will unveil the next chapter of the H. O. M. E. Starts Here initiative at a Public Safety meeting and subsequent press conference.

The initiative seeks to reduce public camping and drug use through the launch of a daytime navigation center and a new street outreach team. Mayor Lisa Brown emphasized the need for a balanced approach that combines outreach for those in crisis with enforcement measures for individuals who repeatedly violate laws. Councilmember Zack Zappone stated that updating the engagement and enforcement ordinance is essential for achieving both compassion and accountability. Police Chief Kevin Hall added that officers need greater discretion in determining when citations and arrests are appropriate. The city plans to draft recommendations in collaboration with community and business partners, as well as the Spokane Police Department.

This initiative reflects a growing concern for public safety while addressing the needs of vulnerable populations. The press conference will share more information about the ordinance updates and community involvement.
