City of Spokane Announces Next Chapter of HOME Starts Here Initiative

Spokane city leaders will announce new measures under the H. O. M. E. Starts Here initiative during a Public Safety meeting and a press conference.

The initiative aims to tackle public camping and open drug use by enhancing police discretion in issuing citations. A new daytime navigation center and coordinated outreach team will support these efforts, targeting individuals who repeatedly encounter law enforcement. Recommendations for revising the engagement and enforcement ordinance will involve collaboration with community and business partners, as well as the Spokane Police Department. Mayor Brown stressed the importance of balancing compassion for those in crisis with accountability for public disorder. Councilmember Zappone echoed this sentiment, highlighting the need for a system that connects individuals to resources while maintaining public safety.

Chief Hall noted that updated accountability tools align with the new outreach model, allowing officers to direct individuals to necessary resources. A press conference on Tuesday will provide additional information about the initiative's goals and next steps.
