Spokane city leaders will announce new measures under the H. O. M. E. Starts Here initiative aimed at reducing public camping and open drug use.

Mayor Lisa Brown emphasized the dual focus on compassionate outreach and necessary enforcement, stating, "We want outreach to people in crisis. " The strategies will be presented during a Public Safety meeting and a press conference scheduled for Tuesday, including giving officers more discretion in issuing citations and enhancing targeted outreach efforts. Councilmember Zack Zappone expressed confidence that updating the engagement and enforcement ordinance could foster accountability while providing resources to those in need. Chief Kevin Hall pointed out the need for comprehensive accountability tools to complement the new outreach model. The city aims to connect individuals facing challenges with essential resources while addressing public disorder effectively.

Recommendations for updating the ordinance will involve collaboration with community and business partners and the Spokane Police Department. Further details about the press conference will be shared soon.
