The 33-year-old, who has multiple disabilities including being legally blind and deaf, was last seen around 700 North Division after arriving in Spokane on September 12. Officers noted his significant mobility issues and need for medical care. Standing at 5'10" and weighing about 125 pounds, Matthews has brown hair, blue eyes, and a noticeable zig-zag scar across his forehead. He typically wears a ball cap and carries a brown fanny pack, often seen in black dress shoes.

The police thanked the public for their support in this urgent matter, highlighting the community's role in ensuring his safety. Matthews is known to frequent the South Hill and Gonzaga areas, which may aid in future monitoring efforts.
