Last seen near 700 North Division, Matthews arrived in Spokane around September 12th. He is legally blind and deaf, has difficulty speaking, and requires medical attention for multiple disabilities. Matthews has a distinctive zig-zag scar from ear to ear and typically wears a ball cap and carries a brown fanny pack.
