Starts Here Plan, which outlines strategies to improve housing stability in the city. One of the key components is the establishment of the Housing Equity and Attainable Residences Trust Fund, which will enhance funding flexibility for affordable housing projects. The proposal also includes a permit fee deferral program, allowing developers to postpone up to $150,000 in fees, thereby alleviating upfront financial burdens. Furthermore, the city plans to update its unified development code to ensure it reflects current policies and best practices, making it more user-friendly. This modernization aims to streamline permitting processes and lower development costs.

Mayor Brown highlighted the urgent need for affordable housing, stating, "Spokane needs more housing units at all levels, but especially affordable units. " The proposed changes are expected to create a clearer path for developers and improve access to housing options for Spokane residents.
