Mayor Brown Announces Proposals to Jumpstart New Affordable Housing Development

Spokane Mayor Lisa Brown unveiled a legislative package to accelerate affordable housing development, aligning with the H. O. M. E. Starts Here Plan.

The package includes establishing the Housing Equity and Attainable Residences Trust (HEART) Fund, which aims to create flexibility in funding and enhance the city's housing stock. The HEART Fund proposal seeks to meet Spokane's ambitious goal of 22,359 new housing units by 2046, leveraging House Bill 1590's local sales tax for affordable housing. To alleviate financial burdens on developers, a permit fee deferral program will allow those constructing income-restricted units to defer up to $150,000 in fees. Furthermore, the city plans to modernize its development code to improve clarity and efficiency in the permitting process. Mayor Brown stated, "Spokane needs more housing units at all levels, but especially affordable units," highlighting the urgency of the proposals.

The initiative aims to eliminate barriers for developers and support responsible growth in the city. These efforts are crucial in addressing the housing crisis and ensuring a diverse range of housing options for Spokane residents.
