The proposals include the establishment of the Housing Equity and Attainable Residences Trust (HEART) Fund to enhance funding flexibility and align with state law. Additionally, a permit fee deferral program is proposed to alleviate upfront costs for developers building income-restricted units, allowing them to defer fees up to $150,000. The city plans to modernize its development code to improve clarity and efficiency, addressing inconsistencies in existing regulations. Mayor Brown highlighted the urgent need for more affordable housing options, stating that these proposals will facilitate growth while ensuring affordability.
