Mayor Brown Announces Proposals to Jumpstart New Affordable Housing Development

On July 7, 2025, Mayor Lisa Brown announced a comprehensive legislative package to promote affordable housing development in Spokane, reflecting the goals of the H. O. M. E. Starts Here Plan.

This initiative proposes the establishment of the Housing Equity and Attainable Residences Trust (HEART) Fund, which aims to streamline funding for housing projects by increasing flexibility and aligning with state law. Additionally, the proposal includes a permit fee deferral program that allows developers of income-restricted units to defer up to $150,000 in fees, easing financial pressures during construction. Spokane's Community and Economic Development Department will also update the city's development code to improve clarity, equity, and efficiency in the permitting process. The package proposes waiving General Facilities Charges for affordable housing developments, facilitating easier connections to utility systems. Mayor Brown highlighted the critical need for affordable housing units, stating that the city must remove barriers to construction.

The city seeks to meet its goal of adding 22,359 new housing units by 2046. These proposals represent a significant effort to address housing stability and affordability in Spokane.
