Water System Project Will Impact Northwest Intersection

Spokane's water system upgrade begins July 7, costing $3. 25 million and significantly impacting traffic around the Francis Ave. /Hwy 291 and Assembly St. intersection. Motorists must navigate detours and temporary traffic signals as the city installs a new water transmission main to enhance system reliability.

Northbound Assembly St. will close between Rowan Ave. and Francis Ave. , while southbound Assembly St. will close between Francis Ave.

and Rowan Ave. , with access to the Dwight Merkel Complex through Rowan Ave. The project will unfold in three phases, with phase one focusing on the junction of Francis Ave. , Assembly St. , and Driscoll Blvd.

Future phases will include closures on various residential streets, such as N. Royal Dr. and W. Lyons Ave. This initiative is part of a broader effort to upgrade water, sewer, stormwater, and traffic infrastructure in northwest Spokane.

Completion of the project is anticipated by November 2025. The city encourages drivers to allow extra travel time and support local businesses affected by the construction.
