Ordinance C36679 consolidates existing laws on unauthorized camping, ensuring compliance with Proposition 1 while emphasizing access to public properties. It prohibits unauthorized camping citywide and connects individuals to navigation services prior to enforcement actions. Ordinance C36694 defines aggressive solicitation, detailing behaviors that could intimidate a reasonable person, such as following or using threatening language. Council Member Zack Zappone noted the importance of engagement before enforcement, stating that citations will follow non-compliance.

The Council aims to explore safe stays and permanent housing options for those affected by homelessness. Council Member Paul Dillon emphasized ongoing evaluations of the laws to enhance public health and safety. These measures respond to growing community concerns about homelessness and aim to provide tangible solutions.
