Proposed changes include the Housing Equity and Attainable Residences Trust (HEART) Fund and a permit fee deferral program that allows developers to postpone up to $150,000 in fees for income-restricted units. This approach seeks to alleviate financial pressure on developers and stimulate housing production. Furthermore, the City will update its development code to reflect current policies and best practices, enhancing clarity and efficiency in the permitting process. Mayor Brown highlighted the pressing need for affordable housing, stating, "Spokane needs more housing units at all levels, but especially affordable units.

" The proposed measures are expected to remove barriers for developers and increase housing availability for the community. By addressing these challenges, the City aims to create a more equitable housing landscape.
