Spokane City Council passed two ordinances aimed at homelessness during its Legislative Session, reflecting months of community feedback. The Obstruction Ordinance (C36679) unifies existing laws on unauthorized camping, designating it a misdemeanor and emphasizing engagement with those affected. The Aggressive Solicitation Ordinance (C36694) defines intimidating solicitation behaviors, enhancing legal clarity. Council Member Zack Zappone highlighted the need for engaging individuals with services before resorting to citations. Council Member Paul Dillon expressed a commitment to public health and safety while refining existing laws.

The Council will focus on identifying permanent housing solutions in the wake of these new regulations. Proposition 1, which aimed to address homelessness, was overturned by the Washington State Supreme Court earlier this year, prompting the need for these ordinances. The Council aims to ensure comprehensive strategies for homelessness management moving forward.
